That order is backwards. In most Florida metros, picking the school comes first and the house follows, because school zone lines decide which neighborhoods are even on the table. This guide covers Florida's A-to-F school grading, the Interstate Compact rights your family already has, and the best-rated districts near MacDill, Eglin and Hurlburt Field, NAS Jacksonville, NAS Pensacola, and Patrick SFB. PCS is short for Permanent Change of Station — the military term for moving from one duty station to another. ## How Florida Grades Its Schools Florida gives every public school and district a single letter grade from A to F each year. The grade comes from the [Florida Department of Education](https://www.fldoe.org/accountability/accountability-reporting/school-grades/) and reflects test scores in reading, math, science, and social studies, plus graduation rates and growth for lower-performing students. No districts earned a D or F. Statewide, 44 percent of individual schools earned an A. A few things to know before you stake a PCS decision on a letter grade: - **District grade is an average.** Inside a B-rated district, individual schools can range from A to D. Compare both alongside the state grade. ## The Interstate Compact: Your Built-In Safety Net The single most important thing PCS parents should know is that Florida participates in the [Interstate Compact on Educational Opportunity for Military Children](https://mic3.net/state/florida/), often shortened to MIC3. All 50 states and DC are members. The Compact is a binding agreement that protects military-connected K-12 students during a PCS so a move does not derail their education. - **Enrollment.** The receiving Florida school must enroll your child using hand-carried unofficial records while official transcripts are in transit. Your child cannot be held out of class waiting on paperwork. - **Course placement.** Florida schools must honor the courses, grade level, and program your child was in at the sending school, including AP, honors, and CTE tracks. - **Special education.** Florida must provide [comparable IEP services](https://www.fldoe.org/schools/k-12-public-schools/sss/military-families/) right away while it does its own evaluation. Your child does not lose services during the transition. - **Gifted and 504 plans.** Same rule. Programs transfer in immediately under comparable terms. - **Graduation.** Senior-year transfers can use exit exams, course substitutions, or sending-state requirements to graduate on time, even if Florida's requirements differ. - **Extracurriculars.** Tryout deadlines that have already passed cannot be used to block your child from sports, band, or other activities. Call the SLO at your gaining base before you move, not after. ## DoDEA in Florida The Department of Defense Education Activity (DoDEA) runs schools mostly overseas and on a handful of stateside Army and Marine Corps installations. Florida does **not** have DoDEA-operated schools on its Air Force, Navy, or Space Force bases. Service members' children attend the local public district, a public charter, a private school, or one of Florida's school choice options — and most of the districts below outperform the typical stateside DoDEA school anyway. ## Base-by-Base: Where Military Families Actually Send Their Kids ### Eglin AFB and Hurlburt Field (Niceville and Fort Walton Beach) **District:** Okaloosa County School District. **District grade:** A. **Military note:** Okaloosa is a [Purple Star District of Distinction](https://midbaynews.com/elections/schools) and serves the highest percentage of military students in Florida. Okaloosa earned 793 points in the 2024-25 cycle, with [92 percent of schools rated A or B](https://midbaynews.com/elections/schools) and an 88 percent graduation rate. A huge share of military families live across the Pensacola Bay Bridge in Gulf Breeze and accept a 20 to 25 minute commute to get into Santa Rosa County schools. Standout A-rated schools: - **Gulf Breeze High School** — A-rated, U.S. News-ranked statewide. - **Gulf Breeze Middle School** — A-rated. - **Gulf Breeze Elementary School** — top-ranked in the county. - **Pensacola Beach Elementary** (charter) — A-rated, small beach community. Inside Escambia County, ratings vary by neighborhood, but families who want a default-good zoned school usually choose Santa Rosa. ### NAS Jacksonville and NS Mayport **Districts:** Duval County (Jacksonville), Clay County (Orange Park, Fleming Island), St. Johns County (south of Jacksonville). Patrick SFB families have one of the better default-school situations in Florida. Standout A-rated schools: - **Satellite High School** (Satellite Beach) — A-rated, IB program, walkable beach community. - **DeLaura Middle School** (Satellite Beach) — A-rated feeder for Satellite High. - **Holland Elementary** — A-rated, in the heart of the Satellite Beach zone. - **West Shore Junior/Senior High** (Melbourne) — application magnet, consistently among Florida's top-ranked schools. Cocoa Beach is the other heavy-military zone, with solid B-rated schools and a short commute to Patrick. ## Special Education, IEPs, and Gifted Programs An IEP is the legally binding plan a school writes to deliver special education services. A 504 plan provides accommodations without specialized instruction. The Compact protects continuity, but you still have to manage the handoff. - **Hand-carry copies of everything before you move.** Current IEP, most recent evaluation, progress reports, gifted paperwork, and any private evaluations. - **Tell the gaining school you are a military family covered by the Compact.** Ask for the district's military point of contact by name. - **Florida must provide comparable services immediately.** "Comparable" means similar in scope and intensity, not identical.
