# PCS to Aberdeen Proving Ground: A 2026 Guide for Military Families

If you have orders for a PCS to Aberdeen Proving Ground, you are heading to one of the most unique installations in the U.S. Army. PCS stands for Permanent Change of Station, the military term for moving from one duty station to another. Aberdeen Proving Ground, or APG, sits on the banks of the upper Chesapeake Bay in Harford County, Maryland, about 30 miles northeast of Baltimore. This 2026 guide covers what you need to know before you arrive: the installation's mission, where to live off post, how housing pay works, schools, healthcare, the local climate, and a few things to do once you are settled.

A move is a lot to manage at once. Our goal is to make the APG part feel a little smaller and a lot clearer.

## What and Where Is Aberdeen Proving Ground?

Aberdeen Proving Ground is a U.S. Army installation in Harford County, Maryland, and it is the Army's oldest active proving ground, established in 1917. According to the [U.S. Army Aberdeen Proving Ground mission statement](https://home.army.mil/apg/about/mission), the garrison's mission is to provide responsive installation services to the military and those who enable them. In plain terms, if a soldier uses a piece of technology for protection, intelligence, communications, or movement, there is a good chance it was developed, tested, or fielded by an organization at APG.

The installation is home to several major tenant commands. The U.S. Army Combat Capabilities Development Command, known as DEVCOM, is the Army's research laboratory enterprise. The U.S. Army Test and Evaluation Command, or ATEC, and its Aberdeen Test Center, conduct testing and evaluation of Army weapon systems and equipment. The Communications-Electronics Command, known as CECOM, sustains command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance — a set of capabilities called C5ISR — readiness for soldiers. The 20th CBRNE Command is also headquartered here.

## Where to Live When PCSing to Aberdeen Proving Ground

Most families who move to APG choose to live off post in one of the communities surrounding the installation. Your choice usually comes down to commute, schools, budget, and the feel you want. On-post housing may also be available; ask your sponsor and the housing office about current options and wait times when you receive your orders.

*Approximate one-way drive times to Aberdeen Proving Ground. Times vary with traffic and which gate you use.*

### Aberdeen

Aberdeen is immediately adjacent to the post, with commutes of five minutes or less to the main gate. It offers a mix of older homes and newer construction, plus easy access to shopping on U.S. Route 40. For families who want a short drive and do not want to overthink the commute, it is a practical starting point.

### Havre de Grace

Havre de Grace sits about 10 minutes north of the post at the point where the Susquehanna River flows into the Chesapeake Bay. It has a well-preserved historic waterfront, the Concord Point Lighthouse (built in 1827 and one of the oldest in Maryland, according to [concordpointlighthouse.org](https://www.concordpointlighthouse.org/)), and a walkable downtown. Families who want a small-town feel with scenic surroundings often gravitate here.

### Edgewood

Edgewood is southwest of the post, about 15 minutes away, and offers affordable housing options and convenient access to Interstate 95. It is a solid choice for families who want to stretch their housing budget without adding much time to the commute.

### Abingdon

Abingdon sits just south of Edgewood along the I-95 corridor, also roughly 15 minutes from the post. It offers newer subdivisions, good retail, and easy highway access — a comfortable middle ground between price and amenities.

### Bel Air

Bel Air is the county seat and the largest town in the area, about 20 minutes from the post. It offers a range of housing, a well-regarded school system, and a lively downtown. Families who want more of a small-city feel often choose Bel Air.

### Joppa

Joppa is a community about 20 minutes southwest of the post on the Gunpowder River. It tends to be quieter and more rural in feel, with a mix of waterfront and wooded properties. Commute times are comparable to Abingdon.

### Forest Hill

Forest Hill is northwest of Bel Air, about 25 minutes from the post, with newer subdivisions and rural properties. It draws families who want more land and a quieter setting while staying within a manageable drive of the post.

## APG BAH and the Cost of Living

If you live off post, the military helps cover your housing through BAH, which stands for Basic Allowance for Housing. BAH is a monthly, tax-free payment. The amount depends on three things: your rank, whether you have dependents, and your duty station's Military Housing Area, or MHA. An MHA is the geographic zone the Defense Department uses to set local housing pay. APG falls within its own designated MHA.

Because rates change each year and vary by rank and dependent status, we do not publish a rate table here. To find your exact figure, use the official DoD BAH calculator: [travel.dod.mil BAH Rate Lookup](https://www.travel.dod.mil/Allowances/Basic-Allowance-for-Housing/BAH-Rate-Lookup/). Enter your rank and ZIP code to see the current rate. Always confirm yours before signing a lease or making an offer.

For a sense of buying costs, the typical home value in Aberdeen was about $277,000 in mid-2026, according to [Zillow](https://www.zillow.com/aberdeen-md/home-values/). In Bel Air, the typical home value was about $465,000 over the same period, according to [Zillow](https://www.zillow.com/home-values/30394/bel-air-md/). Both figures are a typical value, not a median sale price. As of the week of June 18, 2026, [Freddie Mac](https://www.freddiemac.com/pmms) reported the average 30-year fixed mortgage rate at 6.47 percent. Whether buying or renting makes more sense depends on how long you expect to be stationed here, so run the numbers for your own situation.

If you are considering using your VA loan — a home loan benefit backed by the Department of Veterans Affairs — our [complete guide to buying your first home with a VA loan](/blog/complete-guide-to-buying-your-first-home-with-a-va-loan) is a good place to start. You can also read [what are the benefits of a VA loan](/blog/what-are-the-benefits-of-a-va-loan) for a plain-language breakdown of what makes the benefit worth using.

## Schools Near Aberdeen Proving Ground

The schools your children attend depend on where you live. Harford County is served primarily by one countywide district.

[Harford County Public Schools](https://nces.ed.gov/ccd/districtsearch/district_detail.asp?Search=2&ID2=2400390) operates more than 50 schools serving students from pre-kindergarten through grade 12 across the county. The district has schools with the Purple Star designation, which recognizes strong services and support for students from military families. In 2026, Roye-Williams Elementary School in Harford County earned the 2026–2028 Purple Star Schools designation from the Maryland State Department of Education.

School boundaries and attendance zones can shift, so confirm the assigned school for any specific address before you commit.

## Healthcare: Kirk U.S. Army Health Clinic

On-post medical care at Aberdeen Proving Ground is centered at [Kirk U.S. Army Health Clinic](https://kirk.tricare.mil/), which provides primary care and a range of health services for eligible patients.

Your military health coverage runs through TRICARE, the health care program for service members and their families. Set up your TRICARE plan early in your PCS. Update your information in DEERS, choose or transfer your plan, and request any referrals before you arrive so there is no gap in care. You can review options and find clinic details on the [Kirk Health Clinic site](https://kirk.tricare.mil/). Getting this squared away early is one of the easiest ways to reduce stress after you land.

## Climate and Things to Do

The area around APG has four real seasons, tracked by the [National Weather Service Baltimore/Washington office](https://www.weather.gov/lwx). Summers are warm and humid, with temperatures often in the upper 80s. Winters are cold but generally milder than the northern states, with snowfall that varies year to year. Spring and fall are pleasant, with colorful foliage in October.

The Chesapeake Bay is right next door, and fishing, crabbing, kayaking, and boating are all accessible from the area. [Susquehanna State Park](https://dnr.maryland.gov/publiclands/pages/central/susquehanna.aspx), managed by the Maryland Department of Natural Resources, sits north of Havre de Grace and offers more than 15 miles of trails, plus camping and a restored historic gristmill at the Rock Run Historic Area. Havre de Grace's waterfront promenade and the Concord Point Lighthouse make for a good half-day outing. Baltimore is about 40 minutes away by car for museums, the National Aquarium, professional sports, and dining.
