# PCS to Joint Base Pearl Harbor-Hickam: A 2026 Guide for Military Families

If you have orders for a PCS to Joint Base Pearl Harbor-Hickam, you are headed to one of the most unique assignments in the U.S. military. PCS stands for Permanent Change of Station, the military term for moving from one installation to another. Joint Base Pearl Harbor-Hickam, or JBPHH, sits on Oahu, Hawaii — a full U.S. state with strong VA loan programs and an active VeteranPCS agent network.

This guide covers where to live, how housing pay works, schools, healthcare, the local climate, and things to do once you are settled.

## What and Where Is Joint Base Pearl Harbor-Hickam?

Joint Base Pearl Harbor-Hickam is a joint military installation on the southern shore of Oahu, just west of downtown Honolulu. It was created on October 1, 2010, when Naval Station Pearl Harbor and Hickam Air Force Base merged under the 2005 Base Realignment and Closure Commission law.

According to the [JBPHH About page](https://cnrh.cnic.navy.mil/Installations/JB-Pearl-Harbor-Hickam/About/) on the Commander, Navy Region Hawaii website, the installation is home to more than 270 tenant commands and a population of more than 107,000, including over 36,000 active duty and reserve members. The Navy side homeports 8 ships and 15 submarines, with major tenants that include Commander, U.S. Pacific Fleet and Commander, Submarine Force, U.S. Pacific Fleet.

The Air Force side is anchored by the [15th Wing](https://www.15wing.af.mil/About-Us/Our-Mission/), whose mission is to "Project and Sustain Airpower throughout the Indo-Pacific and Defend the Homeland." The 15th Wing operates C-17 Globemaster IIIs, KC-135 Stratotankers, and F-22 Raptors. Pacific Air Forces (PACAF), the major Air Force command for the Pacific theater, is also headquartered at JBPHH.

## Where to Live When PCSing to JBPHH

Most families moving to JBPHH choose either on-post housing or one of the surrounding Oahu communities. Check with your sponsor and the housing office early — availability and wait times vary. The chart below shows approximate one-way drive times from common neighborhoods to the installation.

*Approximate one-way drive times to JBPHH. Times vary with traffic, which gate you use, and where on the installation your unit is located.*

### Aiea

About 10 minutes from the main Pearl Harbor gate, Aiea offers a mix of single-family homes and condos at prices below central Honolulu. It is a common first stop for families who want a short commute.

### Pearl City

Also about 10 minutes from the installation, Pearl City is a well-established community with good shopping and services. It feeds into the Pearl City-Waipahu school complex and has a long history with military families.

### Waipahu

About 15 minutes away, Waipahu tends to have more housing inventory and can be slightly more affordable than Aiea or Pearl City. It is also served by the Pearl City-Waipahu school complex.

### Honolulu

About 20 minutes under normal traffic, Honolulu and Waikiki offer the widest range of restaurants, entertainment, and shopping on the island. Housing costs are among the highest on Oahu, so budget carefully.

### Ewa Beach

About 20 minutes from JBPHH on the southwest side of the island, Ewa Beach has grown significantly with newer construction and family-friendly neighborhoods. It falls under the Campbell-Kapolei school complex.

### Kapolei

About 25 minutes away, Kapolei is sometimes called Oahu's second city and offers a broad range of newer housing with strong retail and dining options. It also falls under the Campbell-Kapolei school complex.

### Mililani

About 25 minutes from JBPHH in central Oahu, Mililani is a planned community known for well-maintained neighborhoods and a quieter suburban feel. Many families with school-age children specifically seek it out.

## JBPHH BAH and the Cost of Living

Hawaii is one of the most expensive states in the country. If you live off post, the military covers part of your housing costs through BAH, or Basic Allowance for Housing. BAH is a monthly, tax-free payment based on your rank, dependent status, and your duty station's Military Housing Area, or MHA. JBPHH falls within the Pearl Harbor, Hawaii MHA — one of the highest BAH rates in the country because of Hawaii's cost of living.

Rates change each year and vary by rank, so we do not publish a rate table here. Use the official DoD calculator at [travel.dod.mil BAH Rate Lookup](https://www.travel.dod.mil/Allowances/Basic-Allowance-for-Housing/BAH-Rate-Lookup/) and confirm your rate before signing a lease or making an offer.

For a sense of buying costs, the typical home value in Honolulu was about $759,215 as of May 2026, according to [Zillow](https://www.zillow.com/home-values/18615/honolulu-hi/). That is a typical value, not a median sale price. Groceries, utilities, and transportation also cost more than mainland averages. As of the week of June 18, 2026, [Freddie Mac](https://www.freddiemac.com/pmms) reported the average 30-year fixed mortgage rate at 6.47 percent. Whether buying or renting makes more sense depends on how long you expect to be stationed here, so run the numbers for your own situation.

## Schools on Oahu

Hawaii is the only state with a single, unified public school district: the [Hawaii State Department of Education](https://hawaiipublicschools.org/). Schools are grouped into complex areas rather than separate city or county districts. Families in Aiea, Pearl City, and Waipahu typically fall under the Pearl City-Waipahu Complex Area, which includes Pearl City High School and Waipahu High School. Families in Ewa Beach and Kapolei fall under the Campbell-Kapolei Complex Area, which includes James Campbell High School and Kapolei High School.

Your assigned school depends on your specific home address, so confirm it before you sign a lease or make an offer.

## Healthcare: Tripler and Naval Health Clinic Hawaii

Military families at JBPHH have access to two military treatment facilities on Oahu.

[Tripler Army Medical Center](https://tripler.tricare.mil/) is the primary military hospital on the island, providing inpatient and outpatient care across a wide range of specialties for all branches. It sits on a hillside above Honolulu. [Naval Health Clinic Hawaii](https://nhchawaii.tricare.mil/) is located on the installation itself and provides primary care and outpatient services at several clinic locations, including the Makalapa and Shipyard clinics.

Coverage runs through TRICARE, the military health program. Set up your plan early, update DEERS, and arrange referrals before you arrive so there is no gap in care after you land.

## Climate and Things to Do

According to the [National Weather Service in Honolulu](https://www.weather.gov/hfo/climate_summary), Hawaii's climate features mild temperatures year-round, persistent northeasterly trade winds, moderate humidity, and significant rainfall variation over short distances. Oahu has two informal seasons: a slightly wetter winter from October through April and a drier summer from May through October. For families coming from mainland winters, this is one of the more immediate quality-of-life benefits of a Hawaii assignment.

The [Pearl Harbor National Memorial](https://www.nps.gov/perl/), managed by the National Park Service, sits right next to the installation. The grounds and museums are free to enter, and USS Arizona Memorial tours are available through recreation.gov. Many families make it an early priority visit.

[Diamond Head State Monument](https://dlnr.hawaii.gov/dsp/parks/oahu/diamond-head-state-monument/), managed by the Hawaii Department of Land and Natural Resources, is a volcanic crater with a 0.8-mile trail to the summit that gains about 560 feet and opens up to panoramic views of Waikiki and the coast. Reservations are required and can be made up to 30 days in advance. Beyond those two landmarks, Oahu's beaches, surf breaks, farmers markets, and windward hiking trails give military families a lot to explore.
