# PCS to the Naval Academy: A 2026 Guide for Military Families in Annapolis

If you have orders to the United States Naval Academy (USNA) or Naval Support Activity (NSA) Annapolis, welcome to one of the most distinctive duty stations in the Navy. PCS stands for Permanent Change of Station, the military term for relocating from one duty station to another. This 2026 guide is written for the officers, faculty, staff, and families moving to Annapolis, Maryland, to live and work.

Whether you are a Department of the Navy officer rotating in for a two- or three-year teaching tour, a support staff member, or a civilian employee, this guide covers what you actually need to know before moving day.

## What and Where Is the Naval Academy and NSA Annapolis?

The United States Naval Academy is located in Annapolis, Maryland, on the Severn River just south of the Chesapeake Bay. Founded in 1845, it commissions ensigns and second lieutenants for the Navy and Marine Corps. According to [USNA's Military Personnel office](https://www.usna.edu/MilitaryPersonnel/), officer faculty typically rotate in for two-to-three-year assignments from fleet units. A smaller cadre of Permanent Military Professors with doctoral degrees serves longer. The faculty of nearly 600 is split roughly equally between officers and civilians.

[Naval Support Activity Annapolis](https://ndw.cnic.navy.mil/Installations/NSA-Annapolis/) is the installation command supporting the Academy and other tenant commands, including the North Severn complex across the river and the Chesapeake Bay Detachment in Randle Cliff. NSA Annapolis handles housing, security, facilities, and garrison support for the whole community.

For families, Annapolis is a fully functional Navy community with on-yard housing, a health clinic, recreational facilities, and the full range of family support services.

If you are still mapping out the broader Maryland landscape, start with our overview of [what military bases are in Maryland](/blog/what-military-bases-are-in-maryland).

## Where to Live When PCSing to NSA Annapolis

Most families arriving at the Naval Academy choose between living on the yard (the Academy's term for the campus and adjacent grounds), in the North Severn family housing area on the opposite bank, or in one of the surrounding civilian communities. Your choice typically comes down to commute, school preferences, budget, and lifestyle. Permanent party personnel may be eligible for on-yard or North Severn housing — ask your sponsor and the [NSA Annapolis housing office](https://ffr.cnic.navy.mil/Navy-Housing/Housing-By-Region/Naval-District-Washington/NSA-Annapolis/) about current wait times and eligibility as soon as you receive orders.

### Annapolis

Downtown Annapolis and the neighborhoods surrounding it put you five minutes or less from the Academy gates. The walkable historic district, the City Dock, and the waterfront restaurants are right there. Homes range from colonial-era row houses to newer condos and single-family neighborhoods. It is the most convenient choice by far, and many officers on short tours prefer it because they can walk or bike to work.

### Arnold

Arnold is a residential community about 10 minutes from the Academy via Route 2. It offers a suburban feel, good schools, and easy access to the Bay Bridge corridor for families who travel the Washington-Baltimore metro.

### Severna Park

Severna Park, roughly 15 minutes north, is one of the more sought-after communities in Anne Arundel County, known for strong schools, well-maintained neighborhoods, and the B&A Trail. It has a long history of military families.

### Edgewater

Edgewater is on the South River, about 15 minutes south. It offers waterfront and near-waterfront neighborhoods and an easy connection to Chesapeake Bay boating.

### Davidsonville

Davidsonville is semi-rural, roughly 20 minutes from the Academy. It draws families who want larger lots and a quieter setting while staying in the county school system.

### Crofton

Crofton is a planned community about 25 minutes away, with good Route 3 and Route 50 access. It is also convenient to Fort Meade for dual-military families — our [PCS to Fort Meade guide](/blog/pcs-to-fort-meade-2026-guide) covers that installation in detail.

### Gambrills

Gambrills sits at the northern edge of Anne Arundel County, about 25 minutes away, with newer construction at somewhat lower price points than closer-in communities.

## BAH and the Cost of Living in Annapolis

If you live off post, the military helps cover your housing costs through BAH, which stands for Basic Allowance for Housing. BAH is a monthly, tax-free payment set by the Department of Defense. The amount depends on three things: your rank, whether you have dependents, and your duty station's Military Housing Area, or MHA. The MHA is the geographic zone used to calculate local housing pay. NSA Annapolis falls within the Annapolis, Maryland MHA, which reflects the cost of housing in one of the more expensive markets on the East Coast.

Because BAH rates change each year and vary by rank and dependent status, we do not publish a rate table here. To find your exact figure, use the official DoD BAH calculator at [travel.dod.mil BAH Rate Lookup](https://www.travel.dod.mil/Allowances/Basic-Allowance-for-Housing/BAH-Rate-Lookup/). Enter your rank and a local ZIP code to see the current rate. Always confirm your rate before signing a lease or making an offer on a home.

For a sense of the buying market, the typical home value in Annapolis was about $630,000 as of May 2026, according to [Zillow](https://www.zillow.com/home-values/16773/annapolis-md/). That is a typical value, not a median sale price. As of the week of June 18, 2026, [Freddie Mac](https://www.freddiemac.com/pmms) reported the average 30-year fixed mortgage rate at 6.47 percent. Whether buying or renting makes more sense for your situation depends on how long you expect to be stationed here and your household budget, so run the numbers carefully.

If you are considering a VA loan (a home loan backed by the Department of Veterans Affairs), read our [complete guide to buying your first home with a VA loan](/blog/complete-guide-to-buying-your-first-home-with-a-va-loan) and [what are the benefits of a VA loan](/blog/what-are-the-benefits-of-a-va-loan) before you start shopping.

When you are ready for a local read on what your BAH can actually buy in Annapolis right now, ask Morgan Robbins, a VeteranPCS agent in the Annapolis area, for current listings and prices. You can also [connect with a VeteranPCS lender](https://www.veteranpcs.com/contact-lender) to talk through VA loan options for this market.

## Schools Near the Naval Academy

The schools your children attend depend entirely on where you live in Anne Arundel County. All of the communities described above fall within [Anne Arundel County Public Schools (AACPS)](https://www.aacps.org/), one of the larger school districts in Maryland.

AACPS serves students from pre-K through grade 12 across a mix of traditional neighborhood schools, magnet programs, and specialty academies. Because the county serves a significant military population — Annapolis, Fort Meade, and Naval Air Station Patuxent River all draw families to the area — the district has experience with military transitions and mid-year enrollments.

School assignments depend on your specific address, and boundaries within Anne Arundel County can shift. Confirm the assigned school for any address before you commit to a home. The AACPS website has a school locator tool, or you can call the district directly.

## Healthcare: Naval Health Clinic Annapolis

On-installation medical care is centered at [Naval Health Clinic Annapolis](https://annapolis.tricare.mil/), located at 695 Kinkaid Road, Annapolis, MD 21402. The clinic provides primary care, a range of specialty services, mental health, dental, pharmacy, and emergency medicine for eligible patients.

Your military health coverage runs through TRICARE, the health care program for service members and their families. DEERS stands for Defense Enrollment Eligibility Reporting System — keep your family's enrollment current so TRICARE coverage stays active. Set up your plan, transfer ongoing care, and request referrals through the clinic's [Appointments and Referrals page](https://annapolis.tricare.mil/Getting-Care/Appointments-Referrals) before you arrive so there is no gap.

For complex referral care, [Walter Reed National Military Medical Center](https://walterreed.tricare.mil/) in Bethesda is the major military medical facility for the National Capital Region. Our [guide to Walter Reed and Bethesda neighborhoods](/blog/pcs-to-walter-reed-bethesda-2026-neighborhoods-bah) covers that installation in detail. Kimbrough Ambulatory Care Center at Fort Meade is another regional option for families in northern Anne Arundel County.

## Climate and Things to Do

Annapolis has a four-season Mid-Atlantic climate shaped by its position on the Chesapeake Bay. Summers are warm and humid; falls are crisp and colorful; winters are cold but not severe, with moderate snowfall; and springs can be wet before warming into the long bay season. For climate normals and records, the [National Weather Service Baltimore/Washington office](https://www.weather.gov/lwx) covers the Annapolis area.

The recreational opportunities are strong. [Sandy Point State Park](https://dnr.maryland.gov/publiclands/pages/southern/sandypoint.aspx), operated by Maryland DNR, is a 786-acre park on the northwestern shore of the Chesapeake Bay just minutes from downtown Annapolis via Route 50. The park has a one-mile sandy beach, picnic pavilions, boat ramps, and excellent bird watching. Historic downtown Annapolis and the City Dock are walkable, with colonial architecture, waterfront restaurants, and a sailing culture that runs deep. Quiet Waters Park, south of downtown, has paved trails, a dog beach, and a splash park. Washington, D.C., is about 35 miles west and Baltimore is roughly 30 miles north for big-city day trips.
