If you have orders for a PCS to Naval Base Ventura County, welcome to the Southern California coast. PCS stands for Permanent Change of Station, the military term for a government-directed move between duty stations. Naval Base Ventura County — known as NBVC — sits between Oxnard and the Pacific Ocean, about 60 miles northwest of Los Angeles. This 2026 guide covers where to live, how housing pay works, schools, healthcare, and life along the Ventura County coast.
Moving to a new installation is a lot. Our goal is to make the NBVC part feel manageable.
What and Where Is Naval Base Ventura County?
Naval Base Ventura County is a U.S. Navy installation that combines two main operating facilities — Naval Air Station Point Mugu and Naval Construction Battalion Center Port Hueneme — along with a third facility, San Nicolas Island, located about 60 miles offshore in the Channel Islands. Together, the three sites cover roughly 19,470 acres, according to the Commander, Navy Installations Command.
NBVC is home to more than 80 tenant commands and departments that employ over 20,000 military and civilian personnel. According to CNIC, the installation describes its mission as supporting both Fleet and Fighter, with three warfare centers operating on the base: the Naval Air Warfare Center Weapons Division (NAWCWD) at Point Mugu, the Naval Surface Warfare Center Port Hueneme Division, and the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC).
Point Mugu is the home of the West Coast E-2C Hawkeye squadrons, the airborne early warning aircraft that provide radar coverage for carrier strike groups. The NAWCWD at Point Mugu manages the Point Mugu Sea Range and serves as the Navy's center of electronic warfare expertise. Port Hueneme is the home of the Pacific Seabees — Construction Battalions (CB) — who deploy worldwide to build infrastructure in support of naval and joint operations.

Where to Live When PCSing to NBVC
Most families who move to NBVC live either in on-post housing or in one of the surrounding communities. Your choice usually comes down to commute, schools, budget, and what kind of neighborhood feel you want.

Approximate one-way drive times to NBVC. Times vary with traffic and which gate you use.
Port Hueneme
Port Hueneme is the closest city to the base, with a commute of roughly five minutes to the main gate. The city sits directly adjacent to the naval construction battalion center and has a tight-knit, working waterfront character. Many Seabee families and those attached to the Port Hueneme side choose it for the convenience and the short drive. Housing options range from established single-family homes to rentals close to the beach.
Oxnard
Oxnard, about 10 minutes from the main gate, is the largest city in Ventura County by population. It offers the widest range of housing options, including newer subdivisions, older established neighborhoods, and rentals at a range of price points. According to Zillow, the typical home value in Oxnard was about $704,329 in June 2026 — that is a typical value, not a median sale price. Families who want more options and reasonable commute times often land here.
Camarillo
Camarillo sits about 15 minutes from the base, inland along U.S. Highway 101. It tends to draw families who want a quieter suburban setting, highly rated schools, and a bit more space. Zillow reported a typical Camarillo home value of about $847,145 in June 2026 — again, a typical value, not a median sale price. The Pleasant Valley School District serves the K–8 grades in much of Camarillo, and Camarillo High School falls under Oxnard Union High School District.
Ventura
The city of Ventura, about 20 minutes from the base, is a popular choice for families who want a beach-city feel with access to shops, restaurants, and parks. The waterfront and Ventura Harbor are nearby, and the drive to NBVC is straightforward. Housing costs run comparable to Camarillo, varying by distance from the beach.
Newbury Park and Thousand Oaks
Newbury Park, roughly 25 minutes from the base, and Thousand Oaks, about 30 minutes away, sit inland in the Conejo Valley. Both offer highly rated schools, newer neighborhoods, and a suburban feel at the cost of a longer Highway 101 commute and higher home prices.
NBVC BAH and the Cost of Living
If you live off base, the military helps cover housing costs through BAH, which stands for Basic Allowance for Housing. BAH is a monthly, tax-free payment tied to three things: your rank, whether you have dependents, and your duty station's Military Housing Area, or MHA. An MHA is the geographic zone the Department of Defense uses to set local housing pay. NBVC falls within the Oxnard-Ventura, California MHA.
Because rates change annually and vary by rank and dependent status, we do not publish a rate table here. To find your current figure, use the official DoD BAH calculator at travel.dod.mil BAH Rate Lookup. Enter your rank and the ZIP code for the area you plan to live in to see the current rate. Always confirm your rate before signing a lease or making an offer.
The Ventura County housing market is one of the more expensive in California. For home-buying context, Freddie Mac reported the average 30-year fixed mortgage rate at 6.47 percent as of the week of June 18, 2026. Whether buying makes more sense than renting for your family depends on how long you expect to be stationed here and your financial situation.
